Workday HCM vs Oracle Fusion Cloud HCM
Two enterprise giants. Workday wins many HR-led evaluations; Oracle often wins where Oracle ERP is already in place.
The short answer
Pick Workday if you want HR and finance on one modern platform, your HR team is leading the decision, and you are not tied to Oracle ERP. Pick Oracle Fusion Cloud HCM if you already run Oracle Fusion ERP, are moving from PeopleSoft or E-Business Suite, or want HR and the rest of your enterprise applications from a single vendor.
Both are top-tier enterprise suites. The decision is usually driven by your existing systems, your IT strategy, and the implementation partners available to you.

How these two products got here
The history here is interesting. Workday was founded in 2005 by Dave Duffield and Aneel Bhusri, who had built PeopleSoft. Oracle acquired PeopleSoft in 2005, and later built Oracle Fusion Cloud HCM as its cloud suite. Many large companies still run PeopleSoft HR, and both Workday and Oracle compete hard to be their next system.
Workday built HR and finance together on one data model and delivers updates on a regular schedule. Oracle Fusion Cloud HCM is part of a broad family of Oracle cloud applications, including ERP, supply chain, and more, and offers features like Oracle Journeys for guided employee experiences.
For organizations already invested in Oracle databases and Oracle ERP, staying with Oracle can simplify integrations and vendor management. For others, Workday's HR-first design often appeals to HR leaders.
Where Workday HCM has the edge
- Unified HR and finance. Workday's core design keeps HR and finance on one model.
- HR-friendly experience. Workday often wins HR-led evaluations on usability.
- Continuous updates. Customers stay on the current release.
- Strong ecosystem. Many implementation partners and an active customer community.
Where Oracle Fusion Cloud HCM has the edge
- Oracle ERP integration. A natural fit for Oracle Fusion ERP customers.
- PeopleSoft and EBS migration. Clear migration paths for existing Oracle HR customers.
- Enterprise breadth. HR plus the broader Oracle application family.
- Global capabilities. Designed for complex multinational organizations.
Pricing and total cost
Both vendors quote per employee per year by module, with multi-year contracts. Implementation partner costs are separate and significant for both. Oracle customers may be able to negotiate bundles with other Oracle products. Workday customers often bundle HR and Financial Management. Build a five-year model including partners and internal staff.
Implementation, support, and switching
Both implementations take many months, often 9 to 18 months for large organizations. The partner you choose matters enormously. Ask each vendor for partners with experience in your industry and your type of migration, such as PeopleSoft to Oracle or PeopleSoft to Workday.
Data cleanup is usually the hardest part of moving off an older system. Start early, regardless of which vendor you choose.
The partner question
For both products, the implementation partner shapes your experience as much as the software. Ask each vendor for three partners with experience in your industry and size, then interview them. Ask how many projects they have completed, how they staff them, and what went wrong on a recent project. A strong partner can make either system succeed; a weak one can make either fail.
Running a fair enterprise selection
Use scripted demos built on your real scenarios, invite the same evaluators to every session, and score with a shared scorecard. Include IT, finance, and a few managers, not just HR. Ask both vendors to show the employee and manager experience on a phone, and request a sandbox for hands-on testing after the scripted demos.

Run a fair head-to-head demo

- Show global payroll for our country footprint.
- Build a headcount and cost report.
- Explain which AI features are included and how they use our data.
Our free demo scorecard keeps the scoring consistent.
