PEO Services software: a practical buyer guide for US teams

Co-employment for big-company benefits at small scale. Here is what to look for, what to ask, and what to avoid, written for HR leaders from startup to enterprise.

What peo services software does

A PEO (professional employer organization) becomes the employer of record for tax and benefits purposes while you stay in charge of the day-to-day work. Your employees join the PEO's larger group, which can unlock health plans and pricing that a 15-person company could not get alone. The PEO also runs payroll, files employment taxes under its own accounts, and usually provides HR advice and workers' compensation coverage.

It is a real trade-off. You give up some control over benefits plan design and vendor choice in exchange for less admin and, often, better benefits.

Signs you are ready for it

  • You are under about 150 employees and competing for talent against much larger companies.
  • Your small group health premiums are high or renewals keep jumping.
  • You have no HR team and need someone to call about leave, terminations, or handbook updates.
  • Workers' compensation and state registrations feel like a second job.
  • You hire across many states and do not want to manage each one yourself.

Must-have features

Large group benefits

Access to health, dental, vision, and retirement plans through the PEO's master plans.

Payroll and tax filing under the PEO

The PEO files and remits employment taxes, often under its own federal and state accounts.

Workers' compensation

Pay-as-you-go coverage and claims support bundled in.

HR advisory

Access to certified HR professionals for policy, discipline, and leave questions.

Multi-state compliance

Registrations, required postings, and state-specific handbook guidance.

A clean exit path

Clear process and timing to leave the PEO without a benefits gap.

US compliance to keep in mind

In a PEO arrangement, responsibilities are split. The PEO typically handles payroll tax filings and benefits plan compliance, while you remain responsible for workplace decisions like hiring, firing, wages, and classification. The IRS runs a certification program for PEOs (CPEOs) that changes some federal employment tax responsibilities. Ask whether a PEO is IRS-certified and ask for a written list of which party owns which compliance task.

This guide is general information, not legal advice. Laws change and differ by state. Confirm details with the agency linked below or with employment counsel.

How pricing usually works

PEOs charge either a percentage of total payroll or a flat per-employee monthly fee, plus the cost of benefits. A percentage model gets more expensive as salaries rise, so model both for your next two years of hiring. Ask how workers' compensation and state unemployment rates are passed through, and whether you can see the underlying costs.

AI features worth asking about

PEO platforms increasingly use AI chat for HR questions. That can be handy for quick lookups, but make sure a certified human advisor is one click away for anything involving discipline, leave, or termination.

Questions to ask in every demo

  1. Are you IRS-certified as a CPEO?
  2. Show me exactly what we pay per employee per month, including benefits admin and workers' comp.
  3. What happens to our employees' benefits and year-to-date tax filings if we leave mid-year?
  4. How long is the contract and what is the notice period?
  5. Who is our dedicated HR contact and what is their response time?

Red flags during evaluation

  • They cannot break down the fee into admin, benefits, and insurance components.
  • Exit terms are vague or require long notice periods.
  • Benefits plans are only available in some of the states you hire in.
  • The HR advisor is a shared queue with no named person.

Frequently asked questions

Is a PEO the same as an EOR?
No. A PEO co-employs your workers in a country where you already have a legal entity, typically the US. An EOR (employer of record) is the full legal employer, usually in countries where you have no entity. Read our guide to EOR and global payroll for more.
When do companies outgrow a PEO?
Many leave somewhere between 100 and 250 employees, when their own group health rates become competitive and they want more control over plans and HR software. Others stay longer because of the HR support.
Do employees know they are co-employed?
Yes. Their pay stubs, W-2s, and benefits cards usually show the PEO's name. Explain the arrangement during onboarding so it does not cause confusion.
