At a glance

  • What it is: the Fundamental Payroll Certification, from PayrollOrg (formerly the American Payroll Association), for payroll fundamentals.
  • Cost: About $359 to $459.
  • Eligibility: None required.
  • Pass rate: not published by the certifying body.
  • Renewal: 60 recertification credit hours over 3 years, or retake the exam.

What is the FPC?

The FPC is PayrollOrg's entry-level credential, and it's the fastest way for someone new to payroll to show they understand the rules. There's no experience requirement, so it suits payroll clerks, HR generalists who run payroll, accountants, and small business owners alike.

The exam covers the federal rules every payroll department lives by: wage and hour law, taxation and withholding, benefits and deductions, and payroll accounting. It's updated each year for the laws in effect on January 1, so passing it means you know current rules, not last year's.

How much the FPC costs

About $359 for PayrollOrg members and $459 for nonmembers in the US; PayrollOrg says members save more than 20 percent. Check the current schedule before applying.

Many employers pay for certification as professional development. Ask before you apply, and get any repayment terms in writing.

What's on the FPC exam

The FPC exam has 150 questions in three hours, covering core payroll concepts, wage and hour compliance under the FLSA, federal income and employment tax withholding, benefits and deductions, payroll accounting, and payroll systems. The exam is based on federal laws in effect January 1 of the testing year.

How to prepare for the FPC

  1. Master the FLSA rules on overtime and the regular rate. They show up throughout the exam.
  2. Practice gross-to-net calculations by hand until they're automatic.
  3. Review IRS Publication 15 (Circular E) for withholding rules.
  4. Register early: each testing window has a fixed registration deadline.

Is the FPC worth it?

For anyone new to payroll, the FPC is the most practical credential available, and it's a direct path to the CPP. HR generalists who process payroll get real value from it too, because payroll mistakes are expensive and highly visible.

Career context: Payroll and timekeeping clerks earned a median of $28.01 an hour in May 2025, according to the BLS, and payroll managers and specialists with the CPP earn about $10,000 more on average than those without it, according to PayrollOrg. Source: BLS OEWS May 2025 news release.

Certification has become indicative of a future employee who is both self-motivated and invested in continuous learning.
