The short answer
Choose the SHRM-CP if you have little HR experience, want a competency and judgment-based credential, or work somewhere SHRM membership is common. Choose the PHR if you have one to four years of HR experience, your job leans heavily on US employment law, or you want to test from home at a time that suits you.
On cost, the SHRM-CP is cheaper for members who apply early ($350 vs $495), but similar at nonmember standard pricing ($499 vs $495). On difficulty, HRCI publishes a 72 percent PHR pass rate; SHRM publishes none.
