Ten HR and payroll tools that fit companies with roughly 5 to 250 employees, ranked on payroll accuracy, setup effort, benefits, and price, plus every small business option we track.
For most small businesses, Gusto is the best HR software if payroll is the priority, BambooHR is best for easy employee records and onboarding, Rippling is best if you want HR, payroll, and IT in one system, and Justworks is best if you want a PEO with large-group benefits. Very small teams on a tight budget should look at OnPay and Homebase.
Small business owners rarely shop for HR software because they want to. They shop because payroll took all of Sunday, a new hire's paperwork got lost, or someone asked about health insurance and nobody had a good answer. The right system fixes those problems without needing a full-time administrator to run it.
This list is for companies with roughly 5 to 250 employees. We compared each product on payroll accuracy, setup effort, benefits options, pricing transparency, and how well it fits a team where HR is one person's part-time job. Our small business HR software guide goes deeper on requirements, and the full best HR software list covers every size.

Best overall for small business
Gusto
by Gusto · Payroll first
4.6Editor rating
Best for: Full-service payroll and HR for small US businesses
Why we picked it
For a small business, the most important job is paying people correctly and filing taxes on time. Gusto does that with almost no learning curve, and its published pricing makes budgeting easy.
What it does
Runs payroll, files taxes in every state, pays contractors, and handles onboarding, PTO, and benefits from an interface a first-time founder can use without training. Pricing is published.
Watch out for
Companies with complex approvals, job costing, or global payroll outgrow it.

Best for ease of use
BambooHR
by BambooHR · All-in-one HR and payroll
4.6Editor rating
Best for: Easy core HR for growing small businesses
Why we picked it
If you already have a payroll provider you like and mainly need organized employee records, onboarding, and PTO, BambooHR is the smoothest place to start, and you can add its payroll later.
What it does
One of the easiest HRIS products to roll out, with clean employee records, onboarding, PTO, reporting, and add-on payroll and benefits administration for US employers.
Watch out for
Global payroll and complex workforce management need other tools.
Best for: All-in-one HR, IT, and payroll that scales
Why we picked it
Rippling makes the most sense for small businesses that expect to grow quickly or hire across states, since you can start small and add modules instead of switching systems later.
What it does
Ties HR, payroll, benefits, devices, and app access to one employee record, so onboarding and offboarding happen in one step. Strong automation and global coverage as you grow.
Watch out for
Modular pricing grows with every product you add, so price the full bundle.
A PEO gives a 12-person company access to the kind of health plans a 1,000-person company gets. Justworks does that with published pricing and an easy product.
What it does
A PEO with published pricing, access to large-group benefits, payroll, compliance help, and a clean product for employees and admins.
Watch out for
Co-employment isn't for everyone, and benefits plan choices vary by state.
Best for: Simple, fairly priced small business payroll
Why we picked it
OnPay gives you full-service payroll and basic HR at one straightforward price, with good support for restaurants, farms, and nonprofits that other providers handle awkwardly.
What it does
Full-service payroll with tax filing, HR tools, and benefits in one straightforward published price, with industry support for farms, restaurants, and nonprofits.

How to choose the right HR software
Small businesses make three expensive mistakes with HR software: buying too much, buying a tool that doesn't do payroll for all their states, and signing a contract without understanding the full fee list. Avoid those, and most options here will serve you well.
Start with payroll
For most small companies, payroll is the first and most important feature. Make sure the provider files federal, state, and local taxes in every place your employees live and work, handles contractors, and can run off-cycle payrolls for corrections. Our guide to running payroll explains what a good provider takes off your plate.
Decide whether you want a PEO
If better health benefits would help you hire, compare a PEO such as Justworks or TriNet with an HRIS plus a benefits broker. A PEO is simpler and often gives you better plans. It also costs more and adds co-employment. Read our PEO vs HRIS guide before you decide.
Think one or two years ahead
Choose for the company you'll be in two years, not the one you are today. If you plan to cross 50 employees, FMLA and ACA rules apply, so benefits administration and leave tracking start to matter. If you plan to hire in other states, multi-state payroll matters now.
Keep setup simple
Ask how long setup takes, who does it, and what it costs. Many small business tools can be running in a week or two. If a vendor quotes a long implementation and a large fee, it's probably built for bigger companies.
What HR software costs
Most small business HR and payroll software charges a monthly base fee plus a per-employee fee, and many products on this list, including Gusto, OnPay, and Justworks, publish their prices. Higher tiers add time tracking, HR tools, and support. PEOs cost more per employee because benefits administration, workers' compensation, and compliance help are included. Ask about year-end tax form fees, setup fees, and what happens to the price after the first year.

Frequently asked questions
What is the best HR software for a small business?
Gusto is the best HR software for most small businesses because it handles payroll, tax filing, onboarding, and benefits at a published price. BambooHR is best for ease of use, Rippling for fast growth, and Justworks if you want a PEO.
What's the cheapest HR software for small business?
OnPay, Patriot Software, and Square Payroll are low-cost payroll options, and Zoho People and Homebase offer affordable HR and scheduling. The cheapest option isn't always the best value, so compare features and support.
Does a 10-person company need HR software?
If you have employees, you need reliable payroll and tax filing at a minimum. Many 10-person companies use a payroll provider with basic HR tools, such as Gusto or OnPay, rather than a full HRIS.
Is a PEO better than HR software for a small business?
A PEO is better when access to strong health benefits and outsourced HR expertise matter most. HR software is better when you want more control and lower costs. Some companies start with a PEO and move to an HRIS as they grow.
Can small business HR software handle multiple states?
Most full-service payroll providers on this list file taxes in all 50 states. Confirm local taxes, such as city income taxes, and any state-specific requirements before you sign.
How long does it take to set up small business HR software?
Many small business tools can be set up in one to three weeks, depending on how clean your employee data is and whether you're switching payroll mid-year.
