Startups hit HR problems in a predictable order. The first hire needs to get paid. By the tenth, benefits become a recruiting issue. By the fortieth, someone is in another state or another country, and by the hundredth, managers need reviews, compensation bands, and an org chart that isn't a slide deck.

The best HR software for a startup solves today's problem without forcing a painful migration at the next stage. This list compares the tools venture-backed and bootstrapped startups actually use, from payroll and PEOs to global hiring, performance, and recruiting. Our startup HR software guide explains what you need at each stage, and the main best HR software list covers every size.

Our top 10 picks, explained

Ranked for startups. Each pick says who it suits, why we chose it, and what to watch out for.

1
Best overall for startups

Rippling

by Rippling · All-in-one HR and payroll
4.7Editor rating

Best for: All-in-one HR, IT, and payroll that scales

Why we picked it

Rippling fits the startup pattern of adding things fast. Start with payroll and HR, then add benefits, device management, app provisioning, and global hiring as you grow, all from one employee record.

What it does

Ties HR, payroll, benefits, devices, and app access to one employee record, so onboarding and offboarding happen in one step. Strong automation and global coverage as you grow.

Watch out for

Modular pricing grows with every product you add, so price the full bundle.

Read our full Rippling review for modules, pricing questions, and alternatives.

2
Best budget payroll

Gusto

by Gusto · Payroll first
4.6Editor rating

Best for: Full-service payroll and HR for small US businesses

Why we picked it

For a bootstrapped startup or a seed-stage team watching every dollar, Gusto is the simplest reliable way to run US payroll and handle contractors at a published price.

What it does

Runs payroll, files taxes in every state, pays contractors, and handles onboarding, PTO, and benefits from an interface a first-time founder can use without training. Pricing is published.

Watch out for

Companies with complex approvals, job costing, or global payroll outgrow it.

Read our full Gusto review for modules, pricing questions, and alternatives.

3
Best for benefits

Justworks

by Justworks · PEO
4.4Editor rating

Best for: Transparent PEO for small teams

Why we picked it

When competitive health benefits become a hiring issue, often somewhere between 10 and 50 employees, a PEO like Justworks closes the gap with bigger employers.

What it does

A PEO with published pricing, access to large-group benefits, payroll, compliance help, and a clean product for employees and admins.

Watch out for

Co-employment isn't for everyone, and benefits plan choices vary by state.

Read our full Justworks review for modules, pricing questions, and alternatives.

4
Best for global hires

Deel

by Deel · Global hiring and EOR
4.5Editor rating

Best for: Hiring and paying people in other countries

Why we picked it

Many startups hire their first engineers or salespeople outside the US. Deel lets you employ or pay them compliantly in days, without opening a local entity.

What it does

Employer of record, contractor payments, and global payroll across many countries, plus a free HRIS tier and US payroll. Fast to start hiring abroad without an entity.

Watch out for

EOR fees add up as headcount grows, so model the cost of setting up your own entity.

Read our full Deel review for modules, pricing questions, and alternatives.

5
Best EOR coverage

Remote

by Remote · Global hiring and EOR
4.4Editor rating

Best for: EOR with owned entities in many countries

Why we picked it

Remote is a strong alternative to Deel, with owned entities in many countries and a free HRIS tier, which appeals to remote-first startups.

What it does

Employer of record, contractor management, and global payroll, with published pricing and a free HRIS tier.

Watch out for

As with any EOR, model when it becomes cheaper to open your own entity.

6
Best first HRIS

BambooHR

by BambooHR · All-in-one HR and payroll
4.6Editor rating

Best for: Easy core HR for growing small businesses

Why we picked it

BambooHR is a sensible first HRIS once you outgrow a payroll-only tool and need organized records, onboarding, and time off without a heavy rollout.

What it does

One of the easiest HRIS products to roll out, with clean employee records, onboarding, PTO, reporting, and add-on payroll and benefits administration for US employers.

Watch out for

Global payroll and complex workforce management need other tools.

Read our full BambooHR review for modules, pricing questions, and alternatives.

7
Best for scaling culture

HiBob

by HiBob · All-in-one HR and payroll
4.5Editor rating

Best for: Modern HRIS for culture-focused, global teams

Why we picked it

Startups past roughly 50 employees with teams in several countries often move to HiBob for its employee experience, culture tools, and global HR records.

What it does

Bob combines strong core HR, engagement, performance, and compensation tools with an employee experience people actually use, across many countries.

Watch out for

US payroll is newer than its core HR, so test it if payroll matters most.

Read our full HiBob review for modules, pricing questions, and alternatives.

8

OnPay

by OnPay · Payroll first
4.5Editor rating

Best for: Simple, fairly priced small business payroll

Full-service payroll with tax filing, HR tools, and benefits in one straightforward published price, with industry support for farms, restaurants, and nonprofits.

Watch out for

Fewer advanced HR features than all-in-one platforms.

9
Best for performance

Lattice

by Lattice · Recruiting and talent
4.5Editor rating

Best for: Performance reviews, goals, and engagement

Why we picked it

Once you have managers managing managers, performance reviews and goals need structure. Lattice is the tool many growing startups adopt for that step.

What it does

Reviews, goals, one-on-ones, engagement surveys, and compensation planning in a polished product, with an HRIS option for teams that want one vendor.

Watch out for

Payroll still comes from another provider.

Read our full Lattice review for modules, pricing questions, and alternatives.

10
Best for recruiting

Ashby

by Ashby · Recruiting and talent
4.4Editor rating

Best for: Recruiting analytics for fast-growing teams

Why we picked it

Recruiting is the biggest HR workload at a growing startup. Ashby combines an ATS, scheduling, and strong analytics, so founders can see where hiring stalls.

What it does

Watch out for

Recruiting only. It sits alongside your HRIS rather than replacing it.

How to choose the right HR software

Startup HR software choices are mostly about timing. Buy what solves the current bottleneck, and make sure your core system can grow with you.

Before your first hire

Register for state payroll accounts, decide how you'll classify workers, and pick a payroll provider. Read our employee vs contractor guide before you pay anyone as a 1099 contractor.

From about 5 to 50 employees

Benefits and onboarding become the priorities. Decide between a PEO and an HRIS with a broker. Set up a real offer process, Form I-9 compliance, and an employee handbook. Our onboarding email templates help you look organized from day one.

From about 50 to 200 employees

FMLA and ACA employer rules apply at 50, so leave tracking and benefits administration matter. Managers need performance reviews and compensation bands. This is when many startups move from a payroll-first tool to an all-in-one platform or add a performance tool.

International hires

An employer of record lets you hire abroad without a local entity. It's the right call for a handful of people per country. Once you have 10 to 20 people in one country, compare the cost of opening your own entity.

What HR software costs

Startup-friendly tools tend to publish prices or offer startup discounts. Payroll is usually a monthly base fee plus a per-employee fee. EOR services charge a monthly fee per international employee, which is much higher than domestic payroll because the provider is the legal employer. Performance and recruiting tools are priced per employee or per seat. Use our employee cost calculator to see what each hire really costs.

How we pick and rate HR software

Each product gets an editor rating out of 5 from the weighted rubric below. It isn't an average of user reviews.

Frequently asked questions

What is the best HR software for startups?
Rippling is the best HR software for most startups because it connects payroll, benefits, devices, and app access and scales as you grow. Gusto is best on a tight budget, Justworks for benefits, and Deel or Remote for international hires.
When should a startup buy HR software?
Before the first payroll. At minimum you need a payroll provider that files taxes. Add an HRIS, benefits, and performance tools as headcount and complexity grow.
Should a startup use a PEO?
A PEO is often a good choice from about 5 to 50 employees, when competitive benefits help recruiting and there's no HR team. Many startups leave the PEO as they grow and build their own benefits program.
How do startups hire employees in other countries?
Most use an employer of record, such as Deel, Remote, Oyster, or Multiplier, which legally employs the person and runs local payroll and benefits. Companies with many employees in one country usually open their own entity.
What HR tools does a startup need at 50 employees?
Reliable payroll, an HRIS for records and time off, benefits administration, an applicant tracking system, and a basic performance review process. FMLA and ACA rules apply at 50 employees.
Is Rippling or Gusto better for a startup?
Gusto is simpler and cheaper for basic US payroll. Rippling costs more but covers HR, IT, and global hiring in one system. Read our Gusto vs Rippling comparison.
